Quality Watch : Mandatory test for telecom gadgets from 1 October

Telecom operators lured by  cheap Chinese produce are headed for a jolt, as govt is set to mandate test and certification for all telecom equipment used by providers from 1 October.

Telecom Secretary Aruna Sundararajan announced the new rule Monday.

“From October 1, every piece of equipment used by operators that comes into India must be mandatorily tested under the Indian Telegraph(Amendment) Rules, 2017,” she said.

The Rule mandates DoT(Dept of Telecom) to take punitive action under the licence norms and also seize the equipment, if a telecom operator fails to adhere to them, she added.

The players however are discomforted by the move saying the local procedure will delay network deployments and expansion.

In their later dated 29 May to Sundararajan, the Cellular Operators Association of India(COAI) has asked DoT to postpone the deadline to at least October 1, 2019.

Incidentally, Caution against Chinese companies is in line with approach adopted by developed countries like US and Australia.

Using “Macbeth” To Teach Computers Think

A professor at Massachusetts Institute of Technology (MIT) is using Shakespeare’s blood-soaked tragedy “Macbeth” to teach computers to think like humans feel about things.

The computer is learning about revenge, ambition and murder. It now knows that victory can make one happy . It also knows you can’t be happy once dead.

The computer learnt these things  to be able to read “Macbeth” albeit  an extremely truncated version. The Scottish story is reduced to just 37 sentences like “Witches had visions and danced” and “Lady MacBeth had bad dreams”.

The MIT professor Patrick Winston thinks this bite-size Macbeth could help solve the biggest problem in artificial intelligence – build computers that can simulate the human mind’s unique  perception and insight i.e.  machines that comprehend social cues, visual prompts and understand spoken words like a human.

Govt to raise minimum mandatory net-speed nearly four times

Days of slow net is almost over as govt has kickstarted the process that will make minimum-mandated internet speed from existing 512 kbps to at least 2 mbps and more.

Telecom secretary Aruna Sundararajan said the govt was mindful of slow internet pain across users and also acknowledged that speeds are nowhere close to numbers promised by companies in 3G and 4G packs and advertisements.

“We are very slow. While we have done a lot to provide access, we have not been able to deliver quality service” she said.

And the issue is critical, as India prepares for rollout of 5G services as well as a host of other applications focused around internet-of-things(IoT), she added.

Asked if 2 Mbps is being pushed formed by regulator Trai too, she said “2 Mbps is basic minimum. We will mandate this. If at all, it should go higher not lower that ,”

Earlier Trai had in its report noted that advertised speeds differed substantially from actual.
